UK Councils Intend to Dispose of Community Hubs and Leisure Facilities to Balance Books

Based on a recent study of local authorities, English councils are planning to sell community centers, athletic facilities, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Growing Fiscal Challenges Prompt Asset Sales

The Key Cities Group representing major urban areas in England stated that 60% of councils are intending to sell assets to meet the escalating costs of adult and children’s social care.

Local governments have previously faced criticism for selling playing fields and land to support their budgets, but they argue they must continue to raise vital cash from asset sales or declare themselves bankrupt.

The group said that a high proportion of authorities seeking to raise money from a quick sale of assets marked “a distinct shift from 2024, when the largest share (six in ten) of local leaders stated they would prioritise restructuring services and utilising savings to weather growing fiscal pressures.”

Specific Cases of Planned Sales

Medway Council in southeast England announced its asset disposal plan featured the sale of a shopping centre in a local town and a social club in Rochester to raise 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in two English counties, which all provide rental income for the authority, will additionally be sold under the strategy.

Council Tax Increases and Broader Fiscal Pressures

The survey of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will need to raise local levies next spring to cover the rising cost of core provisions, increased rates of homelessness, and a longstanding accommodation deficit.

Medway council explained it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting innovative approaches but certain measures take time to deliver both improved services and cost efficiency,” said Vince Maple.

He continued: “There are population challenges which will persist to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of regional authorities this week further found council budgets being strained by the growing number of children and adults needing special educational assistance.

A network of councils said that council deficits will reach £4.4bn a year by the end of the decade, as they grapple to manage rising needs.

Ministers have delayed planned reforms to the Send system until the coming year after a white paper setting out those reforms has been postponed.

Deprivation and Financial Shortfalls

According to the latest deprivation measures (IMD) covering UK local authorities, several participating urban areas were among the most deprived in England.

  • “Participating urban centers like several major towns rank in the top 30 across the country under the 2025 deprivation indices,” said the study.

“Although only one key city is among the ten most deprived for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The data highlights the scale of challenges confronting local leaders across major urban centers in the coming year,” the report added.

“Council officials have been clear about the need for a equitable and lasting funding system that accounts for and responds to the actual extent of disadvantage and need,” stated Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which essential services to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of local authorities have reduced or weakened social care provision in the last year, the survey revealed.
